The Land Transportation Office Davao Region (LTO-Davao) and several partner agencies have sent off Oplan Ligtas Biyahe Undas 2026, a road safety operation covering the All Saints' Day and All Souls' Day travel period, according to SunStar.

In a social media post on Saturday, Oct. 24, LTO-Davao said the operation brings together its Regional Law Enforcement Section, the Land Transportation Franchising and Regulatory Board (LTFRB) 11, the Philippine Coast Guard, traffic investigators and the Traffic Enforcement Unit of the Davao City Police Office, and the Regional Highway Patrol Unit 11 of the PNP Highway Patrol Group. The regional effort falls under the LTO's nationwide Oplan Biyaheng Ayos–Undas 2026, which runs from Oct. 23 to Nov. 4.

LTO-Davao Regional Director Ernesto Raphael Robillo emphasised road safety, traffic discipline, responsible driving and coordination among agencies to prevent crashes over the holiday, the agency said.

Yuri Lim, who heads LTO-Davao's regional law enforcement section, said earlier this month that enforcers will be stationed along national highways and city streets, inspect terminals, and carry out random roadside checks on whether public utility vehicles are roadworthy. "We'll be expecting another round of busy streets and highways," Lim said at an Oct. 14 press conference.

LTO-Davao logged 72,133 traffic apprehensions in the region from January to September 2026, mostly for violations of the Land Transportation and Traffic Code such as driving without a licence or with a fake one. Robillo said the agency recommended revoking 14 driver's licences from December 2025 to September 2026, six of them involving drivers found under the influence of drugs during Oplan Harabas, the office's drug testing operation.

LTFRB-Davao, meanwhile, inspected terminals, transport cooperatives and taxi garages in Davao City, including in Calinan, and in Panabo, Carmen and Tagum City in Davao del Norte. The agency said the checks aim to ensure vehicle compliance and passenger safety, and to remind operators and transport workers to keep vehicles and terminals free of harassment under the Safe Spaces Act.

The LTFRB has also issued special permits to 1,217 buses nationwide for the Undas period, including 17 units serving routes between Davao City and Koronadal City and from Kidapawan City to Davao City. It warned taxi operators nationwide that overcharging, refusing passengers and other abuses could lead to suspension or cancellation of their franchises.

Why it matters for Davao

Davao City residents travelling for Undas can expect more enforcers, roadside checks and terminal inspections, along with 17 additional bus units on routes linking the city with Koronadal and Kidapawan.
