On March 2, 2022, the mayor signed Executive Order 9 Series of 2022, which states, "An order proclaiming no opposition to all applications for face-to-face (F2F) classes in private and public schools from kindergarten to post-graduate degrees."

Expanded pilot F2F classes begin today

“Following the continuous decrease in the number of cases in the city as well as its active vaccination rollout, there is a need to bolster the reopening of schools for face-to-face classes to ensure continuity of academic instruction as we transition to the new normal,” Duterte-Carpio said in the EO.

Section 1 of the EO states that the city “poses no objection to all applications for face-to-face classes in all private and public schools in the city catering to kindergarten to post-graduate studies.”

The EO also states that all schools wishing to conduct F2F classes shall adhere to strict implementation of the minimum public health standards (MPHS), such as wearing of face masks and physical distancing, within the campus and classrooms.

Duterte-Carpio said on February 28 that there are already 29 shortlisted public schools in the city for the expansion of the F2F classes of the Department of Education (DepEd).

“Hopefully, mabalik na sa DepEd very soon (Hopefully DepEd will allow it soon), within the next two to three months ang atong F2F classes diri sa atong public schools (the F2F classes in public schools),” Duterte-Carpio said during her Special Hour program. She also encouraged more private schools to reopen and conduct the F2F classes.

“Very critical na mabalik na ang mga bata sa eskwelehan. There are studies that’s say na lahi ra gyod ang learning kung F2F ug online. Murag naay decline sa pagtuon, naa pud decline sa pagsabot, and absoprtion nila sa ilang ginatunan nga naa ra sila online (It’s very critical for the children to go back to school. There are studies that say F2F learning is different from online learning. There is a decline in understanding, and absorption of lessons under online classes),” said the mayor.

On the other hand, DepEd-Davao spokesperson Jenielito Atillo earlier said there are 186 schools in Davao Region eyed for the expansion of the limited F2F classes, including five identified public school in Davao City namely Dalagdag National High School with Senior High in Barangay Dalagdag, G. Tajo National High School with Senior High in Barangay Lampianao, Saloy National High School with Senior High in Barangay Saloy, Mabuhay Elementary School now Victor Bernal Integrated School with Kindergarten in Barangay Mabuhay, and Gumitan Elementary School with Kindergarten in Barangay Gumitan.

“We have readied 186 schools for the expansion. The schools are currently complying with the needed requirements,” Atillo said in a previous interview.
