Upgrading emergency response facilities (39.9 percent), education assistance for people with disabilities and special needs (37.8 percent), housing projects (37.2 percent), and investment and support for City College of Davao (37.2 percent), upgrading city road quality toward implementation of the High Priority Bus System (36.8 percent), and digitization/creation of online systems for government transactions (36.8 percent) are among the sixth to tenth programs (36.3 percent).

The survey also determined the five least-preferred programs as perceived by Dabawenyos, which are: the continuation of the Quick Response Team for children's concerns (13%), investment missions to Southeast Asian markets (9.3%), the enforcement of the local portal for Freedom of Information (8.8%), the continuation of the Kusina ng Bayan or mobile kitchen services (7.3%), and the formation of sister city agreements with cities in the Philippines and abroad (4.7 percent).

Duterte, who recently took office after serving as a vice mayor for a term, stated during his oath-taking speech in front of City Hall on June 27 that economic recovery and poverty alleviation will be priorities for his administration.

“The City Government will make sure that business will continue to operate. Job opportunities will be available and our citizens remain safe and healthy,” the mayor said.

He also stated that the city government will collaborate closely with the local and foreign business sectors to investigate additional investment opportunities in the city.

Duterte cited digitalization of government transactions as a means of improving Davao City's business climate in order to attract new businesses and retain existing ones.

Furthermore, he stated that the local government will ensure global competitiveness in government operations. The young Mayor stated that utilizing available technology will allow the government to keep up with the market's fast-changing trends.

He also promised to streamline government processes and stated that inefficiencies in government will not be tolerated.
